The Modular Circle Framework (MCF) is Circle ICT's disciplined process for working with lots of surplus enterprise computers—screening out weak candidates early, concentrating effort on viable machines, and validating operation before release.
The wrong way to refurbish is to assume every computer deserves to be saved.
Surplus lots contain machines with different histories, conditions and remaining useful life. MCF treats the lot as a population to be screened. The goal is not maximum unit recovery at any cost—it is better selection and a more dependable output pool.
